TITLE & NATURE:
The
event shall be known as ‘SunRace 2004’ (hereinafter referred to as The
Event). The Event shall be an international race for solar cars, electric and
electric hybrid vehicles staged between Melbourne and Sydney via Canberra.
A3. AUTHORITY:
The Event shall be conducted under the auspices of the International Solarcar Federation (ISF). An ISF Representative will be appointed to resolve any disputes or protests.
Any
entrant and their personnel shall undertake to know these regulations and agree
to abide by these regulations.
A4.
DATES / LOCATIONS:
The
Event shall commence in Melbourne on 17 February 2004, and finish in Melbourne
on 26 February 2004.

The
Naming Right Sponsor - yet to be announced.
A6.
SECONDARY SPONSORS:
The
Suppliers and Supporting Sponsors - yet to be announced.

A11: AMENDMENTS TO THE REGULATIONS:
The Organisers reserve the right to amend the regulations.
A12.
INTERPRETATION OF THE REGULATIONS:
The Event Stewards are empowered to make a decision on any case not covered or clarified by these regulations (refer reg. J2).
A13. PROTEST: Protests, if any, must be lodged in writing. A fee will be levied.
All protests must be handed to the Finish Control Official immediately once the entrant reaches the daily finish line at the time of sign-in.
A14.
JUDGES OF FACT:
Any listed Official or Control Official shall be a judge of fact.
A15.
ENTRANT AND DRIVER BRIEFING:
There
will be a driver briefing prior to the Stability & Brake Test on 18 February
2004.
There will be a driver briefing prior to the Event start on 19 February 2004.
Additional
briefings will be conducted prior to each daily event start.
The
Team Manager, Safety Officer and ALL drivers must attend ALL briefings.
Failure
to do so will result in a time penalty (refer reg.
J3).
A16.
INTOXICATING LIQUOR:
The consumption or taking of intoxicating liquor is forbidden from 10:00 pm or other previously advised designated time until the 6.00 pm conclusion of following day’s racing. Breach will incur penalties.
Australian
civil law applies to consumption of alcohol and the appropriate low levels for
the control of vehicles. Solarcar and EV drivers must have zero blood alcohol
levels. It is the responsibility of the Team Manager to ensure compliance.
The
organisers reserve the right to facilitate the conduct alcohol testing of
entrants at their sole discretion (reg. J3.7)
A17. CONSUMPTION OF ILLICIT DRUGS:
A18.
SAFETY:
The
organisers reserve the right to cancel any stage or any part of a stage of the
event for reasons of safety arising out of weather and /or road conditions or
other factors.
A19. ENTRY NAME AND NUMBER:
Each
entry will be allocated a number upon receipt of the entry fee. Special requests
may be lodged upon entry.
The
team name and number is to be displayed on the rear escort vehicle in such a
manner as to be visible from a distance of 30 metres.
All
Competing Teams must make available a seat in the rear escort vehicle for an
Official Observer.
Observers will be required to record all activities relating to the team’s observance of rules and conduct during the event. Rallying Teams will not require observers.
Teams
must provide a lunch for event observers assigned to them on any day.
A21.
TEAM AND VEHICLE REGISTRATION:
All
team members must register at the start of the Event.
Official
nametags for attendance at event functions will only be issued to registered
team members.
All
team drivers must present their drivers licences at registration.
A
list of team contact mobile phone contact numbers will be required prior to the
‘Start’.
A
list of team accommodation addresses and contact numbers must be supplied at
registration.
An
emergency contact for the team institute must be provided.
All
team vehicles, including buses and trailers must be registered at the start of
the Event.
This
must include type, make, model, colour and registration number for toll road
passes. Toll fees will be payable by teams.
Additional
team vehicles may not join the Event until these details have been added to the
team registration information. Teams must advise the organisers prior to
additional vehicles joining the event.
A22.
VEHICLE REGISTRATION:
Vehicles
unable to be road registered will be issued with a UVP (Unregistered Vehicle
Permit) by VIC ROADS or NSW RTA.
A
copy of the terms of this permit will be included in the Event route
information. The mandatory requirements are embodied in these regulations –
any changes will be notified ASAP by team bulletin.
A VIN number will be issued which will correspond to the allocated entry number.
Teams
issued with Unregistered Vehicle Permits will be required to pay the fee for
these. This will be in the order of $30 - $40 and will be payable by the teams.
These
permit the vehicle to be on the road during the Event in, NSW, ACT and Victoria
during the daylight hours, in accordance with specified terms and conditions
including appropriate escort vehicles. This permit must be arranged through the
organisers prior to the Event.
A23.
ROAD RULES:
All
Team vehicles and support crew must obey State, ACT and Federal road laws and
any directives given by Police, RTA, VicRoads or Event Officials. Non compliance
will incur penalties. (reg. J3.9)
A24.
EVENT FUNCTIONS:
Event
evening receptions and morning breakfast starts will be catered at the
discretion of the Host City. Team member numbers attending must be notified in
advance.
Vegetarian
requirements must be advised.
Those
teams with other special food requirements will be required to make their own
arrangements.
NB
Depending on team member numbers there may be a levy struck payable to
the Host City. This will be advised ASAP prior to arrival at the Host City.
A25.
ACCOMMODATION:
Teams
may request information on booking information accommodation for each host city
prior to the event. This will include tourist officer contact details,
campsites, caravan parks, backpacker, motel and hotel information.
Teams
will be required to make their own arrangements for accommodation of their
choice at their cost during the event.
A26. DISCLAIMER:
All teams are required to sign a Declaration of Indemnity prior to the event.

INDEMNITY
I, Team Manager of the Team
referred to below, HEREBY DECLARE as follows:
That I am duly authorised by
the Team to make this declaration for and on behalf of the Team.
The
Team and I are entering and will participate in the SunRace ‘04 ("the
Event") of our own free will.
The Team and I are aware
that the ‘Event’ is conducted on public roads in normal traffic and at
public venues and entrants are therefore subject to the inherent potential
dangers and accidents can happen.
The Team and I are aware
that if we participate in the Event, as with all on-road activities, there is a
possibility of an accident causing injury, death or property damage.
We accept such risk however
arising at any time during the Event.
By entering the Event:
We acknowledge and agree
that neither Sustainable Energy Enterprise Developments P/L, ("the
Organisers") nor Event Sponsors nor their respective officials, employees,
representatives, Host Cities, venue operators or agents shall be liable for or
in respect of death, personal injury or property loss or damage of any kind
sustained by me or any member of the Team however arising in the course of or in
connection with the Event, including but not limited to damage or injury due or
alleged to be due in part or as a whole to misconduct or negligence on the part
of the Organisers.
We
acknowledge that the competing vehicles are experimental in nature and the
construction and accept that the operational safety and roadworthiness of all
team vehicles is the responsibility of the Team.
The Team and I will
indemnify and keep indemnified the Organisers, Host Cities, Venue Operators and
Event Sponsors and their respective officials, employees, representatives,
from and against all claims, demands, actions, suits, costs, fines,
penalties and proceedings which may be brought against or levied upon the
Organisers, Host Cities, Venue Operators and Event Sponsors and their respective
officials, employees, representatives, including
but not limited to those brought or levied; by any person, whether participating
in the Event or not, arising from the Team’s entry into and participation in
the Event, including by not limited to any rider, driver or passenger in a
vehicle used in connection with the Team’s participation in the Event and any
person providing support and assistance to the Team’s participation in the
Event by any other person, corporation, agency or institution arising from the
Team’s entry into and participation in the Event.
I
further declare that I have read the SunRace ’04 ‘Event’ regulations and
that the Team will abide by these regulations.

: ENTRIES
B1.
ELIGIBILITY OF ENTRANTS & DRIVERS:
The
crew shall consist of at least two (2) and not more than six (6) nominated
drivers.
Each
driver must hold a current valid Motor Vehicle Drivers Licence recognised by the
Australian Authorities – this includes International Licenses.
Only
nominated drivers may drive during competition hours. Service crew must abide by
these regulations. No team driver may drive for more than 2 hours at a time.
Drivers should be aware of the possibility of fatigue and dehydration. All
drivers must attend all briefings.
B2.
ENTRIES:
Entries
are now open. The field will be limited to twenty five (25) vehicles plus
reserves. Nominations should include 25% of entry fee. Entries will only be
confirmed when the entry fee is paid in full. The organisers reserve the right
to reject any entry. Such refusal is not subject to appeal.
Entries
close 1 November 2003 – late entries will incur penalty charges. Early entry
nominations will be eligible for entry fee discounts.

An
entrant may change the specification of the vehicle or drivers up to the
scheduled time of scrutineering although organisers can offer no guarantee that
these changes will appear in printed material.

C3.
SPONSORSHIP:
All
teams are entitled to utilise their solar or electric vehicle to gain
sponsorship revenue.
All
teams are encouraged to maximise the exposure of their sponsorship and are
required to acknowledge their sponsors on their support vehicles and trailers.
NB.
Certain restrictions may apply to sponsorship signage at the Sydney Opera House
- check with organisers.
D1.
PUBLIC LIABILITY INSURANCE:
All
teams must provide team Public Liability Insurance * and provide copies of this
cover at Registration in Adelaide. * Consult event organisers.
.A
letter from the educational institute will serve to verify this status.
Other
classes of insurance may be required - any such requirements will be advised.
E1.
COMPULSORY EVENT SIGNS:
1.
All team vehicles must carry the ‘Event’ Signage as supplied.
2.
An unbroken area 300 mm x 180 mm must be reserved on both sides of the
competing vehicle for the ‘Naming Sponsor SunRace ‘04’ event stickers. This
must be clearly visible from the front quarter on both sides of the vehicle..
3.
The entrant’s event number must be clearly displayed on both sides of
the competing vehicle in contrasting colours. This is the responsibility of the
entrant. Minimum lettering size 150 mm. high.
4.
All team escort vehicles, support vehicles and trailers must carry 525 mm
x 250 mm ‘Naming Sponsor SunRace 04’ signage as supplied.
5.
The team’s name, number and allocated UHF channel number must be on the
back of the rear escort vehicle and clearly visible from a distance of 30 m.
6.
All team correspondence and literature must refer to the event as
‘Naming Sponsor SunRace ‘04’ Where appropriate the event Logo should be
used – art work files will be available on request. All
team uniforms must display Naming Sponsor ‘SunRace ‘04’.
7.
Competing vehicles may be required to carry signage of event sponsor
products used by the competing vehicle. eg. Michelin Solarcar tyres
E2. SAFETY:
1. Each team is responsible for the road-worthiness of its competing vehicle and support vehicles. All competing vehicles and support vehicles are operated and driven at the entry’s own risk. See Disclaimer reg. A26
2.
The
scrutineering process will determine whether the competing vehicle complies with
these regulations, however no warranty or
representation, whether expressed or implied, is made in relation to the
mechanical and/or systems roadworthiness of the entrant vehicle in providing
compliance with these event rules and regulations.
3.
All competing vehicles and support vehicles must be maintained in a safe,
road-worthy condition and be operated safely at all times. A team may be
disqualified from the Event at any time if the team is judged to be operating
its competing vehicle or support vehicles in an unsafe manner.
5.
The purpose of this test is to determine the general stability of the
vehicle and is not a thorough analysis of the vehicle's stability. Additional
drivers may have to undergo a driving stability
test if requested. The team will be notified at the time of scrutineering.
6.
The competing vehicle and team support vehicles must be completely off
the highway when stopped. Severe penalties apply for non-compliance.
9.
All drivers of open cockpit vehicles must wear an approved crash helmet
while driving the competing vehicle at all times.
10.
All drivers must start each drive with at least 500ml of drinking water
for every 30 minutes spent in the vehicle (i.e. 1 litre per hour). This should
be consumed during the drive to avoid dehydration.
11.
All drivers must wear shatterproof glasses, goggles or a helmet visor if
the competing vehicle does not have a windscreen that provides suitable
protection.

CLASSES: SOLARCARS
All
ISF categories including WSC, ASC and SEED 800 Classes.
All
Solarcar and EV teams will require ballast to bring drivers to the regulation 80
kg weight. Ballast packs must be secured.
WSc
/ ASC and ISF 4000 / 5000 - Solar energy only – with a panel output limit of
1200 watt against reference cell for single seat vehicles
- 1800 watt for 2 seater vehicles.
800 watt for SEED 800 Class – ( power for this class will be derived
from cell makers specifications.) ISF 4000 – no limit for commercial grade
cells.
Panel
scrutineering may be undertaken at any control location during the event.
Battery
regulations - see reg.E9
Battery
checking will be undertaken during the conduct of the event.
WSC
/ ASC / ISF 4000 / 5000 vehicle specifications apply but must meet SunRace regs.
ASC
/ ISF 4000/ 5000 Teams must submit vehicle specs for approval and a panel output
ruling.
Some
regulation concessions will be made for Veteran Solarcar entries.
E 4. SOLAR PANEL
SCRUTINEERING PROCEDURES
This rule states that
solar arrays shall have no more than 1200 Watts, when measured against a
reference cell. This rule was instituted for the 2000 SunRace, and is intended
to allow teams with moderate budgets to be competitive.
The intention of the
scrutineers is to estimate what the solar array power would be if tested at the
standard conditions of a temperature of 25 C and solar insolation of 1000 W/m2.
The array power is measured at the prevailing conditions along with temperature
and insolation, the following equation is used:

4. SOLAR PANEL SCRUTINEERING PROCEDURES
Notes:
1.
If the battery of the solar car is full or close to full, obviously the
array will not be able to work at full power. Under these circumstances, the
scrutineers may put an additional load in parallel with the car's battery. This
additional load could be a resistor bank, or another (not fully charged)
battery.
2.
The intention of this rule is to measure array power, without any
inefficiencies of power trackers included. However, measurements of Varray
and Iarray may be taken on the load side of the array's power
tracker(s), for simplicity. If the array under evaluation is found to be close
to the 1200 W limit, the scrutineers may require another set of measurements to
be taken between the array and the power tracker(s). The intention of this
second measurement will be to remove the power loss of the tracker from the
measurement.
3.
A current clamp, if available, will in general be used to measure Iarray,
to avoid having to open the solar array circuit. However, teams must be prepared
to facilitate use by the scrutineers of a conventional ammeter.
4.
The value of C1 used is an average of the values for
mono-crystalline silicon solar cells. In the scrutineering of the SunRace, it
will for simplicity be applied to all cell types.
5.
The ratio Vtref_cell / V ref_cell in the
equation corrects for the insolation level at the time of the test. Voltages are
used rather than current because the reference cell generally used is a
voltage-coupled device.
